New road may reduce truck traffic

Along with helping to decide what will be done with Neville Township's portion of the Charles E. Kelly Support Facility after its scheduled closure by the Base Realignment & Closure Commission, commissioners also are looking at adding a new road.

Commissioners earlier this month voted to try to get a right of way for a road between Grand Avenue and Neville Road.

The study cost would be passed onto BRAC, which has formed committees and authorities to help communities decide what will be done with properties left empty once the Kelly facility is closed.

James Barrick, engineer, said the road would eliminate the need for trucks to travel on residential roads, and the road would be dedicated to the township.

The road would be about 60-feet wide, and the township could decide whether it would be three or four lanes.

If the township decides to construct the road, Barrick said he believes there could be some state grants to cover the cost. The only issue might be with a railroad right of way.

A pair of community meetings were held in late February and March to lay the groundwork to begin to develop a plan for the three properties being evaluated.

The properties include the main post (118 acres) and site 62 (12 acres) in Collier Township and the maintenance facility (15 acres) in Neville.

At a meeting in Neville, many were in agreement that the best use for the maintenance facility property would be industrial-oriented redevelopment, examining existing business relocation or commercial fleets to use the property.

The results are being refined and will serve as the focus of the next re-use plan's community meeting to be held Wednesday from 6 to 8 p.m. in Collier Municipal Building, 2418 Hilltop Road, Presto.

At the meeting, residents will be asked to comment and further shape the redevelopment alternatives for each site.
